Identification of Substance Abuse in the Workforce
A drug-free workplace program is becoming more complex everyday. With drug legalization efforts, higher drug trafficking trends, and poor industry oversight of non FDA approved products, employers face many new challenges not ever seen before. It is critical to be informed and educated on how to properly identify substance abuse in the workforce.
Discussion items in this presentation will include:
Current drug trends
Which industries are at a higher risk
U.S. Department of Transportation mandated employees
Who are safety or security sensitive employees
When to test and which methodology you can drug test an employee
Signs of substance use by physical, behavioral, speech, performance, and appearance

Jeff Sims is the President of Xpert Diagnostic, Inc., a nationally recognized drug testing corporation. He is actively involved in new business development, volunteer public speaking, and is an author of several training courses used by his industry worldwide.
Jeff began his drug-testing career in 1987 at the University of Arkansas for Medical Sciences (U.A.M.S), while he was in college at the University of Arkansas in Little Rock. He is Arkansas’ only Certified Substance Abuse Program Administrator (CSAPA), is currently serving a fourth term on the Board of the Substance Abuse Program Administrators Association (SAPAA), is past President of SAPAA, past Legislative Affairs Chairperson of SAPAA, is an active member of the Drug and Alcohol Testing Industry Association (DATIA), and is serving as a Commissioner for The Certification Commission for Drug and Alcohol Program Professionals (CCDAPP)
Jeff’s other notable accomplishments include serving as a student drug testing expert for the White House Office of National Drug Control Policy, testified on behalf of the U.S. Government Accountability Office during oversight hearings in the U.S. House of Representatives, created an international strategic partnership between SAPAA and the European Workplace Drug Testing Society (EWDTS), was 1 of only 14 awarded the U.S. Small Business Administrations Paul D. Coverdale Drug-free Workplace Grant, and was recently recruited as a drug policy expert to audit and help redevelop the drug-free workplace of the Pacific Northwest National Laboratory post recreational marijuana legalization.

Our professionals at OBHAW are determined to help each individual find his or her path to healing in a way that fits them. Ouachita Behavioral Health and Wellness, being the nonprofit community mental health facility for our five surround counties, sees over 5,551 clients per year, half of whom suffer from serious mental illness. Current estimations indicates that 83% of those we serve are low to moderate income, with 61% being on Medicaid. We have over 50 therapists, including school based and one psychiatrist on staff.
Anna Dobbs, MS, LPC-S, TA-S, CAMS-II
My name is Anna Dobbs. I joined OBHAW in January of 2016 as a school based therapist. Later that year, I moved into the role of Clinical Trainer where I worked to build upon our training and internship programs. Eventually, I took on the role of Hot Springs School Based Coordinator in conjunction with my role as Clinical Trainer. In the Fall of 2020, I moved into my current role of Assistant Clinical Director. I studied psychology with a minor in human diversity, earning a bachelor’s degree at Henderson State University. I took almost a few months off from school and worked as an assistant for a local appraisal company (not for me). I returned to HSU in the fall 2007 and received an MS in Community Mental Health in 2009. I briefly worked as a QBHP until I received my LAC – all in school based services. I became a licensed LAC Supervisor in 2016. Today, I continue to see several clients in outpatient. I very much enjoy my work as a therapist and have enjoyed exploring and learning more about trauma, grief, CBT, MI, DBT, and IFS over the last few years. I also continue to provide LAC supervision and work with interns – all of which I enjoy. In my current roll, I have had many opportunities to be pushed beyond my comfort zone and grow. I am so proud of what has been accomplished across our organization. I love and deeply appreciate the connection that I have with so many of you. I currently live in Benton with my husband, Nick. He is a Physical Therapy in Malvern. Together we have a little boy named Hudson who will turn two in May. In addition, we have a cat named Lady Kitty Paws and a puppy named Lady Bear Hugs. We are huge football fans specifically of the Razorbacks and the Pittsburgh Steeler’s. We even taught Hudson how to call the Hogs.
