Our February speaker is Joe Franklin. As Director of the New Hire Registry, Joe provides orientation to employers and business groups about the purpose of the registry. He also serves as Coordinator of the Arkansas Career Readiness Certificate Program, providing assistance in the development and implementation with the agency's 32 local offices and partnership with five state agencies and the 22 Two-Year Colleges. Mr. Franklin is the former Assistant Director of Human resources and Support Services with the largest state agency of 10,300 employees, Arkansas Department of Health and Human Services. He also served as policy advisor to the Governor and Secretary of State of Arkansas. Joe Franklin earned his Bachelor's degree from Southern Illinois University at Carbondale. 

Steve Sparks from the Arkansas Economic Development Council will be joining Mr. Franklin in presenting the Arkansas CRC Program DVD featuring Governor Mike Beebe and presenting a PowerPoint showing the updated numbers to date for the CRC.
